KFI and IPPF renew its joint commitment to Philippine Cockatoo conservation within the penal reservation
The Katala Foundation Inc. (KFI) and the Iwahig Prison and Penal Farm (IPPF) signed on Aug. 26, 2025, the renewal of their Memorandum of Understanding (MoU) to demonstrate their shared commitment to biodiversity conservation, especially for the critically endangered Philippine Cockatoo, or Katala as locally called. “This long partnership with the KFI is a symbol of the IPPF’s resolve to protect threatened species not only for us to enjoy but also for the generations to come,” says Superintendent Gary A. Garcia, RCrim, MSCA of IPPF in his message. The signing was attended by the Department of Environment and Natural Resources (DENR) – CENRO Puerto Princesa and key BuCor officials from four sub-colonies.
Following the signing, a roundtable discussion was held to tackle pressing conservation concerns. One of the main issues discussed is the joint proposal by the DENR, IPPF, and KFI to establish a critical habitat pursuant to PCSD guidelines. Indira Dayang Lacerna-Widmann, Chief Operations Officer of KFI, explains that “while the challenge ahead is clear, tall, and demanding, hope stands as we continue as partners to advance our agenda for conservation.” IPPF, through the leadership of Supt. Garcia, reiterates its commitment to support KFI and at the same time echoes the direction of the penal reservation to implement its development plan in harmony with environmental stewardship.
The Iwahig Prison and Penal Farm harbors the third largest global population of the Philippine Cockatoo, or Katala, in the wild. Not only does the Katala continue to thrive in these equally threatened lowland forests, but so do other endemic flora and fauna that need utmost protection from losing their homes.
